Pre-Construction Planning – Includes developing project and material budgets; recommending architects/engineers and other designers or working with designated architect/engineers/designers; consulting on site preparation; and determining utility and facility requirements.
BID CONTRACTING
-Includes working with existing project plans and architects and engineers.
Planning Oversight – obtaining necessary building permits
Project Construction – selecting subcontractors – ordering materials – site construction – building construction – paving, curbs and sidewalks – landscaping -overall quality control

STEVE (LOU) RALLS
President / Owner
Steve brings decades of experience in general contracting, commercial construction, and project management. He became a partner in Carl Construction in 2006, and in 2020, he and his wife, Donna, assumed full ownership of the company. Steve specializes in steel building construction and has extensive expertise in every phase of a project, including planning, estimating, budgeting, scheduling, construction, and final completion.
Steve works closely with owners, architects, engineers, subcontractors, and suppliers, drawing on trusted, long-standing relationships to assemble the right team and keep each project well-coordinated and moving efficiently. His extensive commercial construction experience, knowledge of steel building systems, and commitment to quality provide confident leadership from the earliest planning stages through project completion.
DONNA RALLS
Operations Manager / Owner
Donna has served as Operations Manager for Carl Construction since 2020 and brings nearly two decades of accounting experience to the company.
Working closely with Steve and the project-management team, Donna manages the company's accounting and internal operations, maintaining clear communication, accurate documentation, and efficient internal systems. As an owner, she also contributes to company planning and decision-making, helping provide the structure and consistency needed to support employees, project teams, and the company's continued success.
RYAN YARBROUGH
Project Manager
With eight years of project management and estimating experience at Carl Construction and a decade in the U.S. and Canadian lumber industry, Ryan manages large projects from preconstruction through completion.
A University of Montana graduate in Business Administration and International Business, he oversees scheduling, budgeting, material procurement, field operations, and project teams while working closely with owners, architects, engineers, subcontractors, and suppliers to keep projects coordinated and running smoothly. His combined project management, estimating, and industry experience brings valuable knowledge and insight to every project.
