DESIGN BUILD
Pre-Construction Planning – Includes developing project and material budgets; recommending architects/engineers and other designers or working with designated architect/engineers/designers; consulting on site preparation; and determining utility and facility requirements.
BID CONTRACTING
-Includes working with existing project plans and architects and engineers.
Planning Oversight – obtaining necessary building permits
Project Construction – selecting subcontractors – ordering materials – site construction – building construction – paving, curbs and sidewalks – landscaping -overall quality control
Construction Management: – scheduling – bar charts

MEET OUR STAFF
STEVE (LOU) RALLS – PRESIDENT/OWNER
Born and raised in Stevensville, Steve joined Carl Construction in 2002 after having a 16-year history in contractor sales with one of Missoula’s premier general contractor supply companies. After being an owner/partner from 2006-2020, Steve became full owner in the company with his wife Donna. His experience since joining the company involves building planning, estimating, and construction as well as his knowledge and working relationship with suppliers and subcontractors.
DONNA RALLS – OFFICE MANAGER/OWNER
Raised in the Bitterroot Valley, Donna chose to raise her children in their younger years, but later joined and worked hand and hand with her father Dave Matti in his CPA business. She was the powerhouse behind the office management, where she learned all aspects of business management, bookkeeping, and accounting procedures.
FRED CARL – DIRECTOR OF CONSTRUCTION/ PROJECT MANAGER
Originally from Missoula, completed his education in engineering at Cal State – Fullerton in 1983 and began his career in construction management with a modular industrial contractor in the Southern California market. After being owner/partner in a material handling and general contracting firm from 1988 to 1993, Fred returned to Missoula to start Carl Construction.
RYAN YARBROUGH – PROJECT ESTIMATOR/ PROJECT MANAGER
Originally from Alaska, Ryan graduated with a degree in Business Administration and International Business from the University of Montana in 2007. After working as a wholesaler and exporter of U.S. and Canadian lumber products for 10 years, he joined the team at Carl Construction. Ryan is the backbone behind estimating, material sourcing, and procurement.
SARAH RALLS – PROJECT ESTIMATOR/ OFFICE COORDINATOR
Daughter of Steve and Donna, Sarah stepped down from working in the medical field as a radiologic technologist to take on a part in the family-owned business. With a knowledge of home building projects, she chose to expand her knowledge in the estimating, material sourcing, and procurement.
